In a small saucepan on medium heat, add the soy sauce. water, minced garlic, honey, and brown sugar. Stir until fully combined and leave on the heat for 2-3 minutes.
In a small bowl add the cornstarch and water. Mix until combined. Turn up the heat in the saucepan and bring to a boil.
Pour the cornstarch mixture into the sauce while boiling and allow it to boil for another 1-2 minutes or until thickened then set aside.
Season the salmon with garlic powder, onion powder, and salt.
Heat the oil in a large pan over medium to high heat. Sear on both sides for 4-5 minutes.
In a baking dish or in the same pan, pour the teriyaki sauce over the salmon. Bake for 5-7 minutes at 400 degrees.
Optional: Top with green onion and sesame seeds.
